How do you unlock a seatbelt? Honda enthusiasts please?

When I bought my 1999 Civic SI it was complete with aftermarket parts that I did not care for, including crappy APC seats with harnesses. My goal is to return it to stock. Fortunately, the previous owner still had the stock seat belts, which could be bolted back into the frame of the auto. Here is my dilemma: Both of the front seatbelts aparatuses seem to be locked all ready and I can't pull out any slack. They both have no different problem so I doubt very much they're broken. I've looked all over them and cannot figure out the way to release the slack. It isn't twisted up in any part, and all the things looks normal. When I pull on the strap I hear a press and it stops moving. Is there something exceptional I should do? Has someone else had this dilemma? Any assist would be greatly appreciated since the harnesses in the car aren't safe and I'd like to obtain the original belts back up.SIMPLY KEEP IN MIND: These seatbelts aren't currently on the auto. They're not attached in any way. I'm wanting to reattach them to the auto. I'm working on them as a part. Simply read the entire question prior to answering.
