How can I disable the steering wheel lock on a 1996 Honda Civic?

We've tried all to unlock it. When we put our key in, it wont turn and neither will the steering wheel. Does anybody know the way to get the lock to spring in the column itself?? 2003 Honda Accord: My battery light flashes and steering wheel locks when driven through water?

Today I was driving to work in a nasty rainstorm. As I was driving over the large puddles of water collecting on the roadway, something strange happened. The red "battery" light on my dashboard lit up, and I had a difficult time steering my auto. Once I got over the puddle, the dilemma stopped -- at least until I hit the following puddle, when it happened again. I drive a 2003 Honda Accord EX. I contacted 2 local Honda dealerships to attempt and determine what the dilemma is and they were unable to assist as they "had never heard of this prior to." Prior to I take the car in to have it looked at I had the belief that I would post this question to see if anybody has had this happen to their vehicle and if so what the dilemma was and what I'm able to do to correct the dilemma.Thanks-Amanda
